Jennifer is the Office Director for the Office of Research in the Bureau of Global Public Affairs at the Department of State. Her team provides the strategic insight that informs communications efforts to advance the foreign policy priorities of the United States. She previously led an effort to enhance data-driven decision-making as part of the Secretary’s Impact Initiative, which included the establishment of the Department’s new Center for Analytics. At State, Dr. Lambert previously worked as part of the Secretary of State's policy planning staff and in the Intelligence and Research Bureau — focusing on Libya and Morocco.. Jennifer is a 2002 Mitchell Scholar. She received a Master's Degree in Politics from University College Dublin. Her thesis research challenged the hypothesis that the content of media reports helps drive humanitarian intervention decisions. Jennifer went on to pursue a PhD in Political Science at UCD and wrote her dissertation on domestic reform and external security guarantees in the Arab Gulf region. Jennifer is passionate about the value of public diplomacy and the importance of improving US efforts to reach a variety of audiences in the international community. She intends to continue focusing her State Department career on enabling the use of data and evidence in international affairs and foreign policy. Jennifer obtained her undergraduate degree from Furman University.
