Cindy is the Director Of Communications at International Budget Partnership. Her previous positions included: Senior Director of Public Affairs and Communications at the National Latina Institute for Reproductive Health, and Communications Director for Catholics of Choice. During the Obama Administration, she served as Strategic Communications Advisor at USAID’s Bureau for Democracy, Conflict, and Humanitarian Assistance,. And before that, Cindy was the Senior Program Officer for the human rights NGO, Freedom House in Washington DC, where she managed the Latin America program and the portfolio of activity focused on Mexico, Venezuela and Cuba.

Cindy is a 2005 Mitchell Scholar. She received a Master's Degree in Comparative Ethnic Conflict from Queen's University, Belfast and studied the role of private military companies in ethnic conflicts in Croatia, Papua New Guinea and Angola. Exposed to pro-democracy efforts in Ireland and other European countries, Cindy grew more interested in working to maximize the potential of US - EU cooperation. She spent four years as Associate Director of the Program on Transatlantic Relations at the Atlantic Council.

Cindy is passionate about assisting democracy and humanitarian work in several countries.

Cindy obtained her undergraduate degree from Princeton.
