Based in Seattle, Washington, Paul founded Topo Finance in 2017. As Topo Finance’s Executive Director, Paul oversees the organization's work to accelerate the transformation of the financial sector into a force for environmental and social progress. In just a few years, Paul has made Topo Finance a global leader in climate finance, and in 2023 the organization was named one of the most impactful climate projects on the planet by the Global Warming Mitigation Project. Additionally, climate luminary Bill McKibben has credited Paul and his team for "uncovering the largest remaining source of huge and hidden carbon emissions in our economy" and for creating a "Rosetta Stone for understanding why banks and the financial system are at the center of the climate crisis." A 2014 Mitchell Scholar, Paul received a Master’s Degree in Environmental Resource Management from University College Dublin. While in Ireland, Paul partnered with Inland Fisheries Ireland and spent the year documenting Ireland’s incredible fishing for fly fishing companies and publications. Prior to his Mitchell year, Paul spent years championing major conservation initiatives as a senior political aid in the U.S. House of Representatives. Paul obtained his undergraduate degree from Washington University in St. Louis.
